Admin should get a page_msg if _install section is activaed.

If a admin is logged in, PyLucid should make a page_msg if the install_lock.txt file exists!

We need a AdminInfo?-Hook. It should display:

In the django Version, the problem is the same. The Admin should be get a page_msg, if in the settings.py are a _install password is stored...
